Job Description

The essential function of the position within the organization is to provide technical support and analysis. The position is responsible for developing, designing, testing, implementing and maintaining computer applications/systems; providing data and reports; analyzing the technical feasibility of proposed system projects; resolving complex software problems; developing new productivity tools and methodologies; and providing production support. The position works under general supervision independently developing work methods and sequences.

Education and Training Guidelines

Additional relevant experience may substitute for the recommended educational level on a year-for-year basis and additional relevant education may substitute for the recommended experience on a year-for-year basis.  

Bachelor’s degree in engineering, computer science, management information systems or a closely related field and five years of related experience.

Reads and interprets advanced professional materials; writes extremely complex reports and papers; speaks to high level professional groups.

COMPLEXITY OF WORK: “Complexity of Work” addresses the analysis, initiative, ingenuity, creativity, and concentration required by the position and the presence of any unusual pressures.

Performs work involving the application of broad principles of professional management and leadership to solve new problems for which conventional solutions do not exist; requires sustained, intense concentration for accurate results and continuous exposure to unusual pressure.

IMPACT OF DECISIONS:  “Impact of Decisions” refers to consequences such as damage to property, loss of data or property, exposure of the organization to legal liability, or injury or death to individuals.

Makes decisions with moderately serious impact - affects work unit and may affect other units or citizens.

EQUIPMENT USAGE: “Equipment Usage” refers to inanimate objects such as substances, materials, machines, tools, equipment, work aids, or products.  A thing is tangible and has shape, form, and other physical characteristics.

Coordinates the handling of machines, tools, equipment, or work aids involving extensive latitude for judgment regarding attainment of standard or in selecting appropriate items, such as complex software applications.

SAFETY OF OTHERS:  “Safety of Others” refers to the responsibility for other people’s safety, either inherent in the job or to assure the safety of the general public.

Requires some responsibility for safety and health of others and/or for occasional enforcement of the standards of public safety or health.

Special Comments

This position may be required to perform work outside of standard work hours.

Knowledge, Skills and Abilities

Knowledge of application design, development, testing, documentation, and implementation.

Knowledge of the concepts and theories of information systems.

Knowledge of the principles, practices and techniques of computer technology.

Knowledge of information systems development and resources.  Knowledge of electronic document management and electronic workflow.

Ability to learn custom software applications for the purposes of providing direct user support.

Knowledge of Microsoft Office (Word, Access, Excel, PowerPoint, and Visio).

Knowledge of Structured Query Language (SQL).  Ability to write queries, stored procedures and packages for relational databases using database design tools including SSRS, SSIS, SQL Navigator, TOAD, and Management Studio.

Knowledge of Microsoft.Net and IIS. 

Ability to use Microsoft Visual Studio and related development tools including TFS.

Ability to write HTML, JavaScript, C#.Net, ASP.Net and XML.

Knowledge of Active Directory authentication, Simple Mail Transfer Protocol (SMTP), File Transfer Protocol (FTP), SOAP, and REST API development practices.

Knowledge of Microsoft Windows Communication methodologies such as Liquid XML, Telerik DevCraft, and Razor.

Knowledge of or ability to learn issue tracking systems such as Zendesk.

Ability to document policies, procedures, and standards related to technology and the courts. 

Ability to analyze, organize and interpret data.

Ability to use technical requirements for the purpose of software design.

Ability to perform analysis and consulting services and generate statistical reports, project reports and system reviews.

Ability to think logically and solve problems.

Ability to evaluate and resolve user problems. 

Ability to provide assistance in the area of systems analysis.

Ability to communicate information verbally, and in writing.

Ability to establish and maintain effective working relationships with others.
