Commission Chair, Chief Judge Belvin Perry Jr.

Judge Perry has served as Chief Judge in the 9th Circuit Court (serving Orange and Osceola Counties) since 2001. Prior to this, and beginning in 1989, he has served as a Florida circuit court judge. Judge Perry received his Juris Doctor Degree in 1977 from Thurgood Marshall School of Law at Texas Southern University. Judge Perry is currently a member of The Florida Bar, the Texas Bar Association, and the Orange County Bar Association.  Go to the 9th Circuit for more information about Chief Judge Perry.

Lester GarringerExecutive Director, Lester A. Garringer, Jr.

Chief Justice Charles Canady named (see press release) former Monroe County Judge Lester A. Garringer, Jr., as Director of the Florida Innocence Commission on July 13, 2010.  An Army veteran of the Vietnam War, Garringer is a 1972 graduate of Florida State University College of Law.  He began his legal career as an assistant Monroe County Solicitor, and later served as the Chief Assistant State Attorney in the Sixteenth Judicial Circuit and as a County Court Judge in Monroe County.  Garringer worked for many years in the Florida Department of Legal Affairs as a Deputy Attorney General in charge of the Economic Crimes Division.  He has been employed at the Office of the State Courts Administrator (OSCA) in the General Counsel’s Office for seven years, prior to his appointment.  In his work at OSCA, he has advised on all criminal law matters and has served as legal staff to the Supreme Court Criminal Court Steering Committee and the Supreme Court Committee on Standard Jury Instructions in Criminal Cases.

The Florida Innocence Commission has issued an interim report in response to the directive of the Supreme Court in AOSC10-39 “to conduct a comprehensive study of the causes of wrongful conviction and of measures to prevent such convictions".
